9. The administrative plan. (see also flowcharts)

The administration of government is one of today's greatest internal enemies of democracy. Today's administration is uncontrollable and is prey to the greed and haughtiness of "Big Money"; planning to enlarge its hold on the economy, of private civilians wanting to improve their private agenda's.

Political representatives who want to influence administration for the good of their own agenda's are also part of the problem.

But also civil servants who want to enhance their own status in the hierarchy. (Just go and see a few chapters of BBC's fabulous series "Yes, Minister")


We see today in our modern societies that government is transferring many of its obligations to its citizens to private interests, while keeping the administration. Furthermore, more and more officials are under personal contract and or are provided by private manpower companies. These developments are unacceptable. They make administration more expensive, and create governmental officials with dual, sometimes conflicting, interests.

As it is the administration who distributes the vast sums of public spending, the impact of this problem on society is enormous. So a total revision of the administrative system is an integral part of the "Three to Six" system.

These are the lines according to which the administration should be organized:

1. The administration will be divided into nine departments. (Would there be a regional branch of government then there would be ten departments.)
2. ONE department for each of the six democratic branches of government.
3. The administrative department of the executive branch will incorporate today's Ministeries as "sub departments"
4. When the executive branch decides on special projects, for these projects special temporary "sub departments" will be created in the administrative department of the executive branch.
5. An independent department for the management of personnel, including:
a. a sub department for personnel from the national authorities
b. a sub department for personnel from the regional and local authorities
c. a sub department for personnel from non striking economic sectors
6. A department for the management of the "National Treasure", art, national parks and nature reserves, monumental buildings, etc.
7. A department for the management of semi governmental agencies

The basic structure of the system:

1. The heads of these departments are members of the "National Administrative Council"
2. The intern elected speaker of this council will have a seat on the "Committee of Six", without voting rights.
3. Changes in the structure, enlargement etc. can only be approved by the "Sovereign Branch" of government
4. The executive branch of government will appoint officials from a list of persons after the sovereign branch of government has approved the persons on this list
5. Officials from a certain level will change their function every political cycle (six years)
6. The whole old system will be revised and duplicate functions will be removed
7. Professionals will have control over administration. In other words it is plain nonsense that, for example, doctors have to throw away 30-50% of their time on administration invented to expand and enhance the power of administration. Something which did nothing to improve the working conditions of the medical profession. (This is what happened in Holland when a new reporting system was enforced onto the medical profession. ………Result: less product for more money)
